Summary:This work intends to analyze the debate around the educational question in the space of the National Constituent Assembly of 1934 as an archetype of the national modernization project elaborated by the Rio Grande do Sul bench. Resuming the socio-political situation of the period, that sphere of institutional reformulation of the country was constituted as an arena of confrontation between the various interest groups in the defense of their agendas, clarifying the movement by which group ideas are constructed as social forces and act in the configuration of a Nation project. In this sense, it is possible to perceive in the documentary treatment of the Annals of ANC 34 the nascent square of an educational policy based on the expansion of the attributions of the national State that reverberates in the post-45 democratization process, demarcating the perception of education as a political weapon and, directly linked to this, as a driving factor for national development.
