Summary:This work aims to analyze the process of construction of the municipal policy for international immigrants in Campinas/SP. In this regard, it discusses the emergence of human rights policies in Brazil, the specifics of international migration on this agenda, the efforts of public management and local civil society, with emphasis on the performance of the University of Campinas and the Observatory on Migration in Sao Paulo – NEPO/UNICAMP. The challenges inherent in this activity denote conjunctural and structural issues, the solution of which involves not only the implementation of a new structure of action by the public authorities, but also the strengthening of university extension and dialogue with society.
