| Summary: | It aims to analyze the tensions caused by the implementation of different political cultures, based on different proposals for National Education Plans (1997). It is based on critical-documental analysis, having as sources the proposals of National Education Plans of the Federal Executive and of the II Coned. It uses the IRAMUTEQ software as an aid tool. The results show that: a) the plans had different proposals for the constitution of a political-educational culture; b) that of the Federal Executive was focused on the recommendations of multilateral organizations and that of the II Coned focused on reducing inequalities; c) both proposals were based on the same diagnosis, with the same sources, mainly documents from multilateral organizations. |
