Sumario:The insertion of the solidarity economy in the governmental agenda was announced as a challenging act for the Brazilian public administration. In the search for a strategy to combat unemployment, the policy was designed according to the assumptions that work is not restricted to salaried employment, and that the effectiveness of state action in generating income and local development implies a perspective of transversal and participatory action. In this perspective, this study sought to problematize the institutional trajectory of the national policy of solidarity economy, from its formal origin in 2003, through the construction of the state capacities necessary for its implementation, until the suppression in 2019. The examination of such trajectory distinguished both technical-administrative and political-relational capacities. Based on the analytical instruments adopted, this suppression process can be characterized as “dismantling by extinction”, given that the entire operational structure built around this public policy was being formally and sequentially deactivated, that is, through official normative acts.
