Summary:From a historical point of view, it is noticeable that in Brazil, State actions towards artisan fishing were conducted in order to lead them to modernization, following the interests of the economic elites and the State itself. The main action being put fishermen under State’s protection, transforming this workforce into Navy reserve, and then pushing them to work at capitalist forms of fish production (industrial fishing and aquaculture). To discuss this historical process, from the early twentieth century up to the first 13 years of this century, is the purpose of this paper, which focus on the relationship between the state, fishermen and national development goals.
