Summary:This article analyzes the budget policy in basic education aimed at guaranteeing the right to education for the target audience of special education. It is a comparative study of two Latin American contexts: Mexico and Brazil. Document analysis was used to systematize data on the legal framework of these countries' educational regulations relating to the funding of basic education. The results show differences in the mechanisms for linking resources to education and in the transfer of funds between the federated entities. However, the two realities share a funding policy and establish funding targets, which are not met. In addition, the amount of resources destined for complementary/supplementary support for Special Education to ensure educational quality is unclear.
