Summary:This article aims to present the normative procedures for the municipality-archipelago of Ilhabela’s territorial composition, as well as some local caiçaras’ perspective on this constantly updated process. Since 1977, when Ilhabela State Park was established, caiçaras’ lives and possibilities of maintenance in their lands have been constrained by documents and legislation. Based on ethnographic data and document analysis, it is clear that fishing activity, although strictly regulated, enabled communities to continue existing and resisting in this territory, economically repositioning a way of life that until then had been focused on soil cultivation. Thus, fishing activity became entangled in forms of resistance, civil dissidence and in old conflicts memory.
