Este trabajo tiene por objetivo presentar un análisis de la ley n.º 12.711, de 29 de agosto de 2012, conocida como “ley de cuotas”. Para ello, se abordó cómo las políticas públicas de acceso a la educación superior se tornaron pautas de la agenda del gobierno federal. En seguida, se abordó el proceso de la política y el ciclo de la política que permitió presentar el aporte teórico y el análisis de este trabajo. Como resultado, se constató que la "ley de cuotas" contempló cuatro de las seis etapas del análisis del ciclo político, quedando fuera las fases de evaluación y de término. Este trabalho tem por objetivo apresentar uma análise da lei n.o 12.711, de 29 de agosto de 2012, conhecida como “lei de cotas”. Para isso, foi abordado como as políticas públicas de acesso ao Ensino Superior se tornaram pauta da agenda do governo federal. Na sequência foi abordado o processo da política e o ciclo da política, o que permitiu apresentar o aporte teórico e a análise deste trabalho. Como resultado, constatou-se que a “lei de cotas” contemplou quatro, do total de seis etapas da análise do ciclo da política, faltando as fases de avaliação e de término.
