| Summary: | This article discusses the impacts of deindustrialization and the reorganization of the Brazilian labor market on the social security budget, analyzing the period 2001-2019. After the Federal Constitution of 1988, there was a clear inflection in the trajectory of national development and a restructuring of the Brazilian state. The financing of social security became a controversial issue. In 2001, a pension reform was approved to regulate supplementary pensions in Brazil. In 2019, a broader social security reform was imposed, justified by the need to guarantee the sustainability of the social security system in the face of the growing deficit at that time. The article highlights three factors that have compromised Social Security revenues: the low weight of the manufacturing industry in the generation of formal jobs, the flexibilization of labor relations (aggravated by the labor reform in 2017) and tax management, which also explains the imbalance of this budget. It is essential to analyze these factors in order to understand the biased debate about the financing conditions of Brazilian social security. |
