Summary:This article reflects on the counter-reform of the State in the face of the structural crisis of capital and neoliberalism as a spearhead in Brazil, with disastrous impacts on the material condition of the working class. The aim is to explain how the neoliberal recipe has been intensified through the instrumentalization and subsequent plundering of the Social Assistance Policy budget and its repercussions on the expressions of the social question. We used the Marxian method of understanding social reality, linked to a bibliographical and documentary review. We conclude that Social Assistance has become a strategic stage for the inclusion of vulnerable segments in the financial market's valorization circuit, in line with the dismantling and refunctionalization of its budgetary provision, focusing on the period between 2002 and 2018.
