Summary:The aim of this article is to analyze the “Auxílio Inclusivo Municipal” program, implemented in the municipality of Santa Maria-RS, which created the social benefit for families in extreme poverty affected by the Covid-19 pandemic. The research took a quantitative approach, with a literature and document review and a semi-structured interview. The study was based on Di Giovanni's (2009) methodology for analyzing public policies, which allowed for the identification and analysis of the “elementary structures” of the municipal inclusive aid program. As a result, the policy achieved an effective rate of 86.3% of the target public, since 6,999 families accessed the aid (out of a total of 8,111 families classified in the poverty and extreme poverty brackets and qualified to receive the social benefit).
