Summary:The social issue has been analyzed and discussed based on different theoretical approaches and different political approaches. This article aims to clarify the criteria used to delimit the debate and discuss the responsibilities of the federal government in tackling the social issue in Brazil, taking the 1988 Federal Constitution as a basic reference. This is a complex problem, which is reshaped as economic, political, technological, legal, cultural and demographic changes occur. Although economic growth, the creation of formal jobs, a rise in the minimum wage, universal social policies and income transfer programs are all necessary requirements for eliminating multidimensional poverty and improving the population's living conditions, many people are still exposed to deprivation, precariousness and forms of social vulnerability. But there is strong resistance to a development strategy committed to effectively overcoming the social question. It is necessary to contemplate a broad set of public policies aimed at promoting substantive citizenship and fostering shared prosperity, with the aim of moving towards socially just and inclusive development.
